MQM chief Altaf Hussain on Wednesday warned against imposition of what he termed judicial martial law and urged the Chief Justice of Pakistan to take suo motu notice of the remarks of a Supreme Court judge about fresh delimitation of electoral constituencies in Karachi. He said that the right to give a majority to any political party "rests with the people, not with any judge".

He also rejected the ruling of the Lahore High Court on the construction of Kalabagh dam. Addressing a large gathering at Jinnah Ground in Azizabad, Altaf Hussian warned against imposing judicial martial law in the country, saying that MQM "cannot be eliminated through state operations or conspiracies".

"The remarks of an honourable judge of the Supreme Court about fresh delimitation of electoral constituencies in Karachi so that no party has a monopoly are an affront to 20 million people of Karachi," he said

He said that people of the country would not allow anyone to rob their democratic rights.

"The remarks of the honourable judge of the Supreme Court are discriminatory, prejudicial, malicious and in contravention of the law and the Constitution of the country."

"The premise that the law and order situation in Karachi would improve by making fresh delimitation of constituencies is misleading. Law and order and electoral constituencies are two completely different things," Altaf Hussain said.

He said that election issues should better be left to the Election Commission of Pakistan, as it was their domain and "do not fall within the purview of any court".

"Undue interference in the work of the Election Commission would compound the problem...even if it is done with the best of intentions," he said.

"The Delimitation Act of 1974 makes census as the basic requirement for new delimitations. The Supreme Court has called for carrying out new delimitations of constituencies only in Karachi without holding census, which is totally against Section 9 of the Delimitation Act of 1974."

He said that no court had the right to direct the Election Commission to change electoral constituencies in such way that no party had a monopoly.

"It is the inalienable right of the people to give their mandate to the party of their choice. No one can deprive the people of their basic right."

Referring to the judgement of the Lahore High Court on Kalabagh dam, Altaf Hussain asked if the courts would decide about the construction of dams. "The people of Sindh have rejected Kalabagh dam and hence the LHC must reverse its order."
